[ubuntu] Unable to play or capture contents of VHS tapes

I'm trying to get a USB video capture device to work. According to lsusb the device is:

Bus 001 Device 018: ID eb1a:2860 eMPIA Technology, Inc.

It seems to be in the /dev folder as video0, vbi0 and the contents of the folder v4l.
I've tried installing...
