How to get iTunes to check server for new music on startup?

Okay, so here's the deal.

I have my Mac at home set-up to read my music from my HP MediaSmart Server (running Windows Home Server) at home. It works somewhat well, but I have two major issues:

1. iTunes doesn't see new files on the server if I add them. When I buy songs I have Amazon or iTunes place the music on the server for everyone in my home to enjoy, but iTunes isn't picking up the additions to the library. For instance if I upload a song to the server, then search for it under iTunes, there are no results. (Yes I made sure I typed everything precisely as it should be)

2. iTunes doesn't allow for syncing iPods with music from a networked drive. I mount my MediaSmart server and can play music, but if I try to click and drag music, the file will not drag. It doesn't move whatsoever.
